Two possibilities.
A) That as you have stated is correct, that the bottom 20% of this batch has
not been culled out efficiently or not at all and
B) That the fry have been fed onto a #1 or less diet too early and that the
gape could not accommodate feeds and hence deformities in the jaw have
developed. This is not uncommon in rushed batches of product.
I am not familiar with the morphology of Areua but could pretty well say
this is one of two possible causes.
